Against all odds, The Avengers ended up coming out on top, saving the universe by re-gathering the infinity stones, bringing back the other half of the universe, and defeating Thanos’ army for good. While it seems as if the general public would be praising and grateful for the heroes’ actions and sacrifices, it seems as though there are those who may feel otherwise... Can’t get EVERYTHING you want, right? After all, it was a long five years after Thanos’ snap in Infinity War, where it seemed like the world had a hard time getting by and picking up the pieces in the wake of that catastrophe.
SWORD director Tyler Hayward was at the forefront of this, when he expressed this frustration to Monica Rambeau in WandaVision. His stance may reflect a good number of people who feel the same way about the abandonment of the Avengers, who also unintentionally caused that five year period of hardship.
Of all the Disney Plus series announced so far, Falcon and the Winter Soldier is the most likely to be a thematic sequel to the plot threads in Civil War, and give a more clear cut answer on where the government stands in regards to heroes at this point in time. This includes the inclusion of the Sokovia Accords, and how that may relate to Sam Wilson and Bucky Barnes, who were last known to not be on good terms with the US government.
